  • Independent Adoptions: Adoptive and birth parents make all the arrangements for the adoption without the help of any agency. Most of the states allow independent or private adoption but some states very carefully regulate these cases, whereas, independent adoptions are not allowed in Connecticut, Delaware, or Massachusetts.
